摘要
国家量子信息科学技术的政策内容决定一个国家量子信息科学技术的发展走向。本文基于LDA主题模型方法和NPF叙事政策框架,分析22个国家或地区的量子信息科学技术政策,发现主导量子信息科学技术发展的6种叙事,包括协同培育量子信息科学技术劳动力、开发量子信息科学技术市场、构建量子信息科学生态系统、重视量子信息科学技术投资、加强量子信息科学技术高端人才储备与留存、推动量子信息科学技术全球合作。政府在量子信息科学技术发展过程中扮演领导者、倡导者、协调者、监管者4个角色。主导量子信息科学技术发展的6种叙事分布的时间和国家存在一定的差异。同时,本文提出启示:高度重视投资规划,开发量子技术市场;协同培育量子人才,推进高校有组织科研;服务重大战略需求,打造科技创新团队;重视人才早期培养,加强量子人才储备。
The policy content of national quantum information science and technology shapes the trajectory of advancement in this field within a nation.Utilizing the latent dirichlet allocation research method and the narrative policy framework,this study analyzes the quantum information science and technology policies of 22 countries or regions,and unveiling six narratives that dominate the development of quantum information science and technology.Key narratives encompass the collaborative training of quantum information science and technology workforce,the expansion of markets for quantum information science and technology,the establishment of a conducive ecosystem,a focus on investments,strengthening the reserve and retention of top-ranking quantum information science and technology personnel and fostering global cooperation.Governments assume pivotal roles as leaders,advocates,coordinators and regulators in this domain.There are some differences in the time and country distribution of the six narratives.The research inspirations:attaching great importance to investment planning,developing quantum technology market,collaboratively cultivating quantum talents,promoting organised scientific research in universities;serving major strategic needs,building scientific and technological innovation teams;attaching importance to early training of talents,strengthening quantum talent reserve.
