摘要
自2017年美国特朗普政府开始,美国科技政策做出了一些重大改变,对美国和其他国家产生了很大影响,认识美国科技政策发展的逻辑和未来走向具有重要意义。本文从分析科技政策在美国的含义和影响出发,对特朗普政府四年科技政策的主要进展做深入探讨,概括总结拜登政府科技政策的要点,分析美国科技政策发展的内在及外在因素,提出美国科技政策未来发展的若干趋势和对中国相关的政策建议。
Since the Trump administration in 2017,the U.S.science and technology policy has made some significant changes,which have exerted a great impact on the United States and countries around the world.It is of great significance to understand the logic of the development of American science and technology policy and its future direction.Based on the analysis of the meaning and influence of science and technology policy in the United States,this paper makes an in-depth discussion of the major progress of the Trump administration's science and technology policy in the past four years,summarizes the key points of the Biden administration's science and technology policy,analyzes the internal and external factors of the development of the U.S.science and technology policy,and puts forward some future trends of American science and technology policy and suggestions for China.
