摘要
在第四次工业革命条件下,如何通过科学技术创新孵化和发展未来产业,处于当前国际竞争的前沿。近年来西方发达国家在加强前沿科学和技术创新的同时,通过创建新型创新组织孵化和培育未来产业。与传统创新组织相比,新型创新组织属于政府主导和市场协同的网络化平台组织。充分利用市场和政府两种资源配置机制,通过促进包括大学、科研院所、企业和投资机构在内的多元异质创新主体之间的互补性创新,新型创新组织加速了科技创新和未来产业孵化。作为后发国家,如何构建符合中国实际的新型创新组织,推动前沿科技创新和未来产业发展,是壮大国家战略科技力量和实施创新驱动发展战略的重要支撑。
Under the conditions of the Fourth Industrial Revolution,how to incubate and develop future industries through scientific and technological innovation is the frontier of current international competition.In recent years,developed countries have incubated and cultivated future industrial clusters by creating new innovative organizations while strengthening frontier scientific and technological innovation.Compared with traditional innovative organizations,new innovative organizations belong to the networked platform organizations led by the government in co-ordination with the market.Making full use of the two resource allocation mechanisms of the market and the government,new innovative organizations accelerate cutting-edge scientific and technological innovation and development of future industries by promoting complementary innovation among diverse and heterogeneous innovation entities including universities,research institutes,enterprises and investment institutions.In China,a late-developing country,how to build new innovative organizations that conform to China's reality to accelerate cutting-edge technological innovation and incubate future industries is the key support for improving the strategic power of science and teachnology and implementing innovation driven development strategy.
