摘要
近年来,我国城市轨道交通产业蓬勃发展,为建设交通强国、在全球轨道交通产业中取得竞争优势,持续推动行业质量提升和技术创新成为关键。本文聚焦构建和完善国家质量基础设施(NQI)体系,探讨其在提升轨道交通质量、突破技术瓶颈中的作用。用公共干预理论分析NQI的计量、标准、合格评定等核心要素,结合全生命周期管理理念,提出“计量-标准-合格评定”一体化的NQI技术体系解决方案。该方案旨在全方位提升建设、技术装备及运营服务质量,为轨道交通产业可持续发展提供坚实技术支撑与质量保障。
China's urban rail transit industry has flourished and the growth is speeding up.In order to build a country with great transport strength and gain the competitive edge in the global rail transit industry,it is vital to continuously promote the quality improvement and technological innovation of the industry.This paper focuses on the construction and improvement of the National Quality Infrastructure(NQI)system,and discusses it’s role in improving the quality of rail transit and breaking through technical bottlenecks.Using the theory of public intervention to analyze the core elements of NQI,such as measurement,standards and conformity assessment,and combined with the concept of full life cycle management,the integrated NQI technical system solution of"measurement-standard-conformity assessment"is proposed.The plan aims to improve the quality of construction,technical equipment and operation services in an all-round way.It provides solid technical support and quality assurance for the sustainable development of the rail transit industry.
