摘要
国家质量基础设施(NQI)的终极目标是支撑产业贸易、市场准入和品牌竞争。通过深入研究影响产业NQI需求的外部环境、自身演进的历史进程和产业产品发展特性等因素,提炼出了国家质量基础设施(NQI)精准匹配产业需求应遵循的"最适宜的成本,最优化的品质,最佳的经济效益"三最原则和"法律法规需求、技术标准需求、客户需求和品牌需求"产业需求四层次原则。
The ultimate goal of the National Quality Infrastructure(NQI)is to support industrial trade,market admittance and brand competition.Through in-depth study of impact factors on industrial NQI demands involving the external environment,the historical process of its own evolution and the development characteristics of industrial product,NQI should follow the principle of“the optimal quality,the most appropriate cost,the best economic benefits”and four industrial demand levels of“the law and regulation demands,the technical standardizing demands,the customer demands and the branding demands”.
