摘要
在推动国家治理体系和治理能力现代化的进程中,基层协商民主扮演着关键角色。L县“两商衔接”的实践,有效融合政协协商与基层协商,促进基层治理现代化。该模式依托组织架构创新、议题精准选定和功能明确定位,构建起松散耦合的组织结构,既保持制度的规范性,又赋予实践的灵活性,充分匹配基层社会的治理复杂情境,有效发挥政协委员的自身优势,提升协商质量,推动基层社会的有效治理。L县的实践为基层协商民主的深入发展和治理能力提升提供了新思路和实践经验,对实现社会主义协商民主的系统性优势具有重要参考价值。
In the process of advancing national governance system and governance capacity modernization,grassroots democratic consultation plays an essential role.The practice of"Two Consultations Connection"in L County,relying on innovative organizational structure,precise selection of topics,and clear positioning of functions,has built a loosely coupled organizational structure that maintains institutional standardization while also providing practical flexibility,fully matching complex governance circumstances at grassroots level.The practice in L County has proven that the Two Consultations Connection can fully leverage the multiple roles of CPPCC members,enhancing the quality of consultation and promoting effective governance at the grassroots level.This model offers new ideas and practical experience for the in-depth development of grassroots consultative democracy and the enhancement of governance capabilities,and has significant reference value for realizing the systemic advantages of socialist consultative democracy.
