摘要
为化解条块之间张力所引发的治理不足和治理过度问题,基层治理现代化进程彰显了“条块融合型治理”的特征。与科层化治理相比,条块融合型治理有助于破解基层治理的结构性困境。它通过纵向联动和横向整合以更好地调动“条条”与“块块”的积极性和主动性,推动“条”对“块”的多维赋能以及“块”对“条”的统筹协同。通过属性治理和属地治理、积极治理和敏捷治理、系统联动和条抓块统的耦合,条块融合型治理增强基层治理适应能力、激活基层社会活力,构建共生治理格局,进而形成基层社会治理创新的新趋势。
In order to solve the problems of under-governance and over-governance caused by the tension between the department and the region,the modernization process of grassroots governance presents the remarkable feature of“department-region integrated governance”.Compared with hierarchical governance,department-region integrated governance helps to resolve the structural predicaments in grass-roots governance.It stimulates enthusiasm and initiative in both departments and regions through vertical linkage and horizontal integration,and promotes the multi-dimensional empowerment by the department to the region and the coordination and synergy of the region with the department.Through the coupling of attribute governance and territorial governance,active governance and agile governance,systematic linkage and department-region coordination,department-region integrated governance enhances the adaptive capacity of grassroots governance,activates the vitality of grassroots communities,and builds a symbiotic governance pattern,which in turn forms a new trend of grassroots social governance innovation.
