摘要
自我国提出“一带一路”倡议以来,高质量共建“一带一路”经历了从商品和要素流动型开放向制度型开放的升级。推动商品和要素流动型开放的实质是降低“边境上”关税和非关税壁垒,“一带一路”合作围绕“五通”,搭建政策沟通体制机制、建立设施联通框架基础、提升贸易畅通自由便利、扩大资金融通服务体系、促进民心相通渠道路径,在商品和要素流动型开放方面取得了丰硕成果,未来仍有很大潜力。推动制度型开放的实质是推进“边境后”规则融合,具有广泛性、一致性、严格性的特点,“一带一路”合作为制度型开放提供“经验库”“试验田”和“示范版”,将绿色化、创新化、数字化作为制度型开放的重点方向。面向未来,应以基础标准的“中国—东盟”模式为主,推动货物贸易关税减让、促进贸易投资有序开放、推进更多领域规则融合,按大洲分区域建立自由贸易区,逐步将“一带一路”倡议升级为自由贸易区。
Since the"Belt and Road"initiative was put forward by China,the high-quality co-construction of the"Belt and Road"initiative has experienced an upgrade from opening based on the flow of goods and factors to institutional opening.The essence of promoting the flow of goods and factors is to reduce tariff and non-tariff barriers on the border.Over the past de⁃cade,cooperation among the“Belt and Road”has focused on the"five kinds of links",which has set up institutional mechanisms for policy communication,established a framework for connecting facilities,enhanced the freedom and convenience of trade,ex⁃panded the service system for capital financing,and promoted channels and paths for people-to-people communication.The flow of goods and factors has achieved fruitful results,and still has great potential in the future.The essence of promoting institutional opening is to promote the integration of"rules over the border",which is characterized by universality,consistency and strict⁃ness.The"Belt and Road"cooperation provides experience base,pilot field and demonstration version for institutional opening,and takes greening,innovation and digitalization as the key directions of institutional opening.Facing the future,we should focus on model of"China-ASEAN"free trade agreement featured by basic standards,promote tariff reduction of goods trade,promote the orderly opening of trade and investment,promote the integration of rules in more fields,establish free trade agreement zones according to continents and subregions,and gradually upgrade the"Belt and Road"initiative to free trade agreement zones.
