船舶碳排放测量技术探究及低碳航运监管体系建议

摘要 在国际海事组织的脱碳减排要求和国内“双碳”目标的背景下,介绍燃料供应单跟踪法、燃料舱液位监测法、流量监测法和二氧化碳直测法等4种监测方法,并从碳排放核算的准确性、测量精度影响因素、实时性和监管适用性等六个维度进行对比分析;同时,在分析我国碳排放监管现状的基础上,为低碳航运监管体系建设提出建议。 In the context of the International Maritime Organization's decarbonization and emission reduction regulations and national"dual carbon"targets,This paper introduces four monitoring methods such as fuel supply tracking method,fuel tank level monitoring method,flow meter monitoring method and carbon dioxide direct measurement method,also makes a comparative analysis from six dimensions,such as accuracy of carbon emission accounting,influencing factors of measurement accuracy,real-time performance and regulatory applicability.At the same time,based on the analysis of the current situation of China’s carbon emission supervision,the paper puts forward some suggestions for the construction of low-carbon shipping supervision system.
