摘要
不平衡报价是一种常用的投标策略,有经验的承包人通过对设计图纸、招标清单及现场条件进行分析,在保证总价具有竞争力的前提下,对投标清单价格进行优化调整,进而在项目实施阶段增强自身抵抗风险的能力以及在结算时获取合理的收益。但在项目实践中常出现承包人利用自身在技术、价格等信息上的优势,对发包人招标文件中的瑕疵、错误,在实施阶段通过形式上合理的安排,以降低工程质量的方式获取超额利润。文章以某排水管网工程结算审核为例,对承包人利用变更实现不平衡报价策略的过程进行了梳理,分别从招标投标阶段、实施阶段、结算阶段进行了分析,最后基于发包人如何有效防范不平衡报价、合理利用财政资金、保证工程质量的角度,提出了应对措施与建议。
Unbalanced bidding is a commonly used bidding strategy.Experienced contractors analyze design drawings,bidding lists,and site conditions to optimize and adjust the bidding list prices while ensuring a competitive total price.This enhances their ability to resist risks during project implementation and obtains reasonable returns during settlement.However,in project practice,it is common for contractors to use their advantages in technology,pricing,and other information to make reasonable arrangements during the implementation phase to reduce the quality of the project and obtain excess profits from defects and errors in the bidding documents of the employer.The article takes the settlement review of a drainage network project as an example to sort out the process of the contractor using changes to implement unbalanced pricing strategies.It analyzes the bidding stage,implementation stage,and settlement stage respectively.Finally,based on how the employer can effectively prevent unbalanced pricing,make reasonable use of financial funds,and ensure project quality,countermeasures and suggestions are proposed.
