摘要
公路交通应急装备体系应急能力评价可以反映配置装备的有效性与合理性,但也存在评价体系不明确、评价目的不清晰、评价指标覆盖不足等问题,急需一种面向储备装备体系的应急能力评价方法。本文在明确应急储备中心所储装备体系应急能力需求的基础上,梳理装备、运输、任务等要素对装备体系应急能力输出的影响特征,构建以装备作业能力为核心的评估模型,借鉴模糊综合评判提出面向多层级的装备作业效能及作业效能需求等参数变量的量化方法并实现模型求解。通过实例分析,获得了某单位应对暴雨事件应急任务的装备体系应急能力评价结果,验证了模型的有效性与合理性。
The evaluation of the highway traffic emergency equipment emergency response capability of the equipment system reflects the effectiveness and rationality of the configuration of the equipment,but recently the evaluation system is not clear,the purpose of the evaluation is not clear,the evaluation of the indicator coverage is insufficient and so on.Thus there is an urgent need for an emergency response capability evaluation method oriented to the reserve equipment system.In this paper,on the basis of clarifying the emergency capability demand of the equipment system stored in the emergency reserve center,and we clarify the influence characteristics of equipment,transportation,tasks and other elements on the output of the emergency capability of the equipment system,and then construct an evaluation model with the core of equipment operation capability,and put forward the quantification method of the parameter variables of the equipment operation effectiveness and operation effectiveness demand for the multilevel equipment operation and realize the model solution by fuzzy comprehensive evaluation method.Through the example analysis,the evaluation results of the emergency response capability of the equipment system of a unit to cope with the emergency response task of the rainstorm event are obtained,and the effectiveness and rationality of the model are verified.
