摘要
大科学装置作为国家科技竞争力的重要标志,是开展前沿科学研究、推进技术创新发展的支撑保障,美国、德国、俄罗斯和日本等世界主要创新国家都十分注重推进大科学装置的布局与建设。研究主要国家大科学装置建设发展情况,分析美国国家强磁场实验室、欧洲X线自由电子激光装置和日本质子加速器等典型大科学装置运营管理案例,深入研究和总结各国在大科学装置的建设投入、统筹管理、开放共享、成果转化应用等方面的经验做法,在此基础上提出中国推进大科学装置建设发展的对策建议。
Large scientific facilities are an important symbol of a country’s technological competitiveness and a support guarantee for conducting cutting-edge scientific research and promoting technological innovation and development.Major countries in the world,such as the United States,Germany,Russia,and Japan,attach great importance to promoting the layout and construction of large scientific facilities.This paper studies the development of major countries’large scientific facilities construction,analyzes typical operation and management cases of large scientific facilities such as the National High Magnetic Field Laboratory in the United States,the European X-ray Free Electron Laser Facility,and the Japan Proton Accelerator Research Complex,and deeply studies and summarizes the experience and practices of various countries in the construction investment,overall management,open sharing,and achievement transformation and application of large scientific facilities.Based on these,it proposes countermeasures and suggestions for promoting the construction and development of large science facilities in China.
