摘要
科研基础设施是提升国家科研实力,保障科学研究稳步发展的重要物质条件之一,且由于其大部分由政府财政资金购置所具有的公用性特征,因此科研基础设施开放共享使用受到各国政府和科学界的关注。为进一步推动我国科研基础设施共享的实施,通过对美国、欧盟和日本科研基础设施管理和资助体系、设施共享法律法规及政策保障,以及设施建设和共享策略三方面的剖析,提出了对我国科研基础设施共享发展的政策建议。
On the one hands, Scientific infrastructure is one of the important material conditions to enhance the national scientific research strength and ensure the steady development of scientific research. On the other hands, most of scientific infrastructure is purchased with government financial funds, so it should be public. Since, the opening and sharing of scientific infrastructure is received the attention of governments and the scientific community. This paper analysis there aspects of the opening and sharing mechanism in the USA, the EU and Japan, including scientific research infrastructure management and funding system, infrastructure sharing laws, regulations and policy guarantees, and infrastructure construction and sharing strategies. Referring to foreign experiences,this paper concludes three policy implications to further promote China’s scientific infrastructure sharing.
