摘要
数字技术为乡村治理提供了新的动能和内生动力,是美丽乡村建设的助推器。数字技术嵌入乡村治理过程中秉承着技术维度的价值回归,遵循着技术赋能的结构逻辑和功能逻辑,是推进治理信息化和现代化的有效手段。然而,当前数字赋能乡村治理的过程中存在数据安全风险,规范机制有待进一步完善;数字赋能顶层设计滞后;数字技术基础设施薄弱,资源供需矛盾凸显;数字化人才支撑不足,治理主体的数字化能力有待提升等问题。为此,可以采取优化数据共享机制,保障数据安全高效赋能;完善数字技术顶层设计,强化制度保障体系:夯实数字技术基础设施的建设,赋能美丽乡村建设:加强数字化人才供给提升治理主体的数字能力等措施赋能乡村治理。
Digital'Technology for rural governance provides a new momentum and endogenous power,is a beautiful rural construction booster.In the process of embedding digital technology into rural governanee,it follows the value regression of technology dimension and the structural and functional logic of technology empowerment,which is an ellective means to promote the information and modernization of governance However,there are data security risks in the process of digital enabling rural govemance,and the norma-tive mechanism needs to be further improved.The top-level design of digital enabling lags behind The digitized talented person support is insufficient,the management main body's digitization ability waits for the promotion and so on question.Therefore,we can take measures to optimize the data sharing mecha-nism,ensure the data security and high efficiency,improve the top-level design of digital technology strengthen the system guarantee system,the construction of digital technology infrastructure,and enable the beautiful rural construction Strengthen the supply of digital talents,improve the digital ability of the main governance measures to enable rural governance.
