摘要
乡村数字治理是技术赋能驱动、组织协同推动、环境牵引拉动的结果。理清各驱动要素的相互关系并以此构建驱动机制,对于提升乡村数字治理效能至关重要。基于TOE框架分析乡村数字治理的驱动要素及相互关系,以长沙县为例,构建其系统动力学模型,并进行仿真模拟分析。研究发现,在整个仿真中组织维度影响最明显,环境维度影响次之,技术维度影响相对较弱,而三个维度中影响最大的因素分别为党的领导、村民数字素养、应用场景创新。为此,应进一步加强党的全面领导,提升村民数字素养,创新数字应用场景,建立健全组织、技术与环境“三位一体”的乡村数字治理驱动机制。
Rural digital governance is driven by technology empowerment,organization coordination and environment traction.It is very important for improving the efficiency of rural digital governance to clarify the interrelationship of each driving factor and build a driving mechanism based on it.Based on TOE framework,this paper analyzes the driving factors and interrelationships of rural digital governance,and takes Changsha County as an example to build its system dynamics model and conduct simulation analysis.It is found that in the whole simulation,the influence of organizational dimension is the most obvious,followed by environmental dimension,and technical dimension is relatively weak.Among the three dimensions,the most influential factors are Party leadership,villagers'digital literacy,and application scenario innovation.To this end,we should further strengthen the Party's overall leadership,enhance villagers'digital literacy,innovate digital application scenarios,and establish and improve the"trinity"of organization,technology,and environment in the driving mechanism for rural digital governance.
