摘要
近年来,以电子商务发展为代表的数字化转型正在加快推进,并呈现出由城市加速向农村渗透的局面,但当前关于数字经济对农民工群体影响的文献较少,更忽视了农村电子商务发展对农民工返乡创业的潜在作用。论文以电子商务进农村综合示范政策为准自然实验,并与2012—2020年中国家庭追踪调查(CFPS)的五期面板数据进行匹配,借助多时点双重差分模型研究农村电子商务发展对农民工返乡创业的影响。结果表明,农村电子商务发展将农民工返乡创业比例提高了2个百分点,在经过一系列稳健性检验后该结论依然成立。机制分析发现,农村电子商务发展能够拓宽农民工信息获取渠道、缓解农民工的社交网络约束和资金约束,进而促进农民工返乡创业。异质性分析结果表明,农村电子商务发展的返乡创业促进作用对于受教育水平较低、家庭收入水平较低、地区经济发展水平较低的农民工更为明显,体现出农村电子商务发展的包容性特征。论文的政策启示是,要加快农村电子商务建设,促进农民工返乡创业,以数字乡村建设赋能乡村振兴。
The digital transformation represented by e-commerce development is accelerating,and it is showing an increasing trend of penetrating from cities to rural areas.However,there are currently fewer literature on the impact of digital economy on migrant workers,and the potential role of rural e-commerce development in promoting migrant workers'return to their hometowns has been overlooked.This paper takes the pilot policies for e-commerce entering rural areas as a quasi-natural experiment and matches it with the 5 panels of the China Family Panel Studies(CFPS)from 2012 to 2020.Using a multi-period difference-in-difference model,it examines the mechanism and heterogeneity of the impact of rural e-commerce development on the return-to-hometown entrepreneurship of migrant workers.The results show that the return-to-hometown entrepreneurship of migrant workers has increased by 2 percentage due to the development of rural e-commerce.This conclusion remains valid after a series of robustness tests.The mechanism analysis results show that rural e-commerce development can expand the channels of migrant workers'information acquisition,alleviate the social network constraints and financial constraints of migrant workers and thus promote their return-to-hometown entrepreneurship.The heterogeneity analysis results show that the effect is more obvious for migrant workers with lower education levels,lower family income levels,and lower regional economic development levels,reflecting the inclusive characteristics of rural e-commerce development.Thus,the governments should accelerate the construction of rural e-commerce and promote the return-to-hometown entrepreneurship in rural areas,using digital rural development to empower rural revitalization.
