摘要
当前,国土空间规划体系初步建立,省级体育设施专项规划从思路到方法都发生了重要转变。如何顺应国土空间规划体系的新要求,高效推进省级体育设施专项规划的编制工作,成为亟须研究的课题。通过深入解析国土空间规划体系下省级体育设施专项规划的定位和要点等内容,从识别核心问题与明确目标任务、强化用地保障、完善支撑体系、加强实施保障等方面进行探索和创新,在此基础上提出较为完善的省级体育设施专项规划编制逻辑框架,并以湖南省为例,探讨技术路径、成果要件等编制问题,以期为同类型专项规划编制提供参考。
As the system of territorial spatial planning is primarily established,the provincial sports facilities planning has changed both in concept and method.It is imperative to study the compilation of provincial sports facilities planning under the requirements of territorial spatial planning system.With an in-depth analysis of the orientation and key points of provincial sports facilities planning,it is argued that problem and target identification,land use insurance,supporting system integration,and implementation insurance improvement shall be innovated towards a better planning compilation framework.With Hunan province as an example,the issues concerning technical path and planning products are discussed to provide a reference for special planning of the same kind.
