摘要
大运河国家文化公园作为国家公园的新发展形式,其管理体制的合理性直接影响着公园建设的效率。近年来,沿运各地围绕大运河国家文化公园建设做了大量工作,取得了显著成绩,但也存在管理机构不固定、资金短缺、协调难度大、管理范围不明确、公众参与意愿较弱等问题。针对这一情况,沿运各地、各部门应在借鉴国内外国家公园管理经验的基础上,结合大运河国家文化公园建设的定位、目标和当地实际,建立统一管理机构,拓展资金来源渠道,明确遗产管控范围,在健全公园法律法规的同时,积极动员社会力量的参与,构建符合中国国情和沿运地区实际的新型管理体制,真正实现运河文化遗产的科学保护与合理利用。
As a new form of national parks,the management system of Grand Canal National Cultural Park directly affects the efficiency of park construction.In recent years,a lot of work has been done around the construction of Grand Canal National Cultural Park by various regions,achieving remarkable results.However,there are still issues such as unstable management institutions,lack of funds,difficulties in coordination,unclear management scope,and weak willingness of public participation.In view of this situation,all regions and departments along the Grand Canal should draw upon international and domestic experience in managing national parks,and harmoniously integrate these with the positioning,objectives and local realities of the construction of Grand Canal National Cultural Park,establish a unified management organization,expand sources of funds,clarify the scope of heritagecontrol,improve park laws and regulations actively mobilize the participation of social forces,and build a new management system that is in line with China’s national conditions and the actual situation of regions along the Canal,truly achieving the scientific protection and rational utilization of the cultural heritage of the Canal.
