摘要
人才集聚是打造人才中心和创新高地的基础性、战略性任务。我国关于人才集聚研究时间较短,面临一系列挑战和问题,尤其是人才空间集聚与地区协同治理的互动关系不明晰最为突出。本文采用跨学科视角,通过多种计量分析方法,探究科技人才集聚的空间分布格局和时间演化规律,提炼创新科技人才集聚多层次影响因素,尝试找出集聚政策执行中的差距及其对地区协同发展的影响。以肩负着打造人才和创新高地与区域一体化协同发展的双重使命的京津冀地区为例,揭示其不同城市在地区内受邻近城市影响而演进的人才集聚规律,为我国创新高地和区域协同发展战略目标的实现提供参考;同时通过实证分析,提出了平衡人才集聚和地区协同治理的互动机制,对人才集聚与区域协调治理平衡,优化完善人才和创新政策,规范相关政策执行提供了理论支撑。
Talent agglomeration is a fundamental and strategic task for creating talent centers and innovation highlands.The research on talent agglomeration in China is relatively short,facing a series of challenges and problems in practice,especially the unclear interaction between spatial gathering of talents and regional collaborative governance.This paper takes the Beijing-Tianjin-Hebei region,which shoulders the dual mission of creating a talent and innovation highland and regional integration and collaborative development,as an example.We adopt an interdisciplinary perspective,through several econometric analysis methods,to explore the pattern for spatial distribution and historical evolution of talent agglomeration,to generate the multi-level influencing factors,and finally to reveal the talent agglomeration law.At the same time,based on empirical analysis,this paper puts forward a Four-Dimensions theoretical framework for balancing talent agglomeration and regional collaborative governance,which includes“creating an innovative environment”,“forming an innovative learning network”,“improving responsiveness”and“constructing a value chain”,which may provide theoretical support for optimizing and improving talent and innovation policies,and facilitating the implementation of relevant policies.
