摘要
当前,京津冀协同发展正处于向高质量发展迈进的阶段,亟需新旧动力源合力推动。通过梳理京津冀协同发展的历史脉络、政策脉络、学术脉络,可以发现制度创新、市场融合、创新引领、数字经济带动、开放协同等是京津冀协同发展向高质量发展阶段迈进的主要动能。与长三角、粤港澳大湾区相比,京津冀协同发展具有纵向政府协同、经济与城市体系分化、营商环境优化非均衡性、外向型经济发展差异性四个区域特征。基于四个区域特征,通过构建了“目标—要素—机制”理论框架,形成京津冀高质量发展的四个协调路径,即权责利对等的协调机制通过激励与约束效应促进行政协同,一体化市场通过降低制度性交易成本加速市场协同,通过创新溢出效应、数字经济的高融合性等特征推动产业深度协同,自贸区等对外开放门户枢纽通过制度学习效应和经济集聚扩散效应实现开放协同。京津冀高质量协同发展研究下一步应围绕多中心空间结构、现代化首都都市圈等议题展开。
The coordinated development of the Beijing-Tianjin-Hebei region is in the stage of advancing towards high-quality development,which needs to be jointly promoted by new and old power sources.According to reviewing the historical context,policy context,and academic context of the coordinated development of the Beijing-Tianjin-Hebei region,it is concluded that institutional innovation,market integration,innovation leading,digital economy driving,and opening-up coordination have become the main driving forces for the coordinated development of the Beijing-Tianjin-Hebei region to advance towards the stage of high-quality development.Compared with the Yangtze River Delta and the Guangdong-Hong Kong-Macao Greater Bay Area,the coordinated development of the Beijing-Tianjin-Hebei region has four regional characteristics:vertical government coordination,differentiation between the economic system and the urban system,unbalanced optimization of business environment,and disparities in the export-oriented economic development.On the basis of these four regional characteristics,this article constructs the“goals—elements—mechanism”theoretical framework,and demonstrates that the coordination mechanism with equal rights,responsibilities,and benefits promotes administrative coordination through incentive and constraint effects,that the integrated market accelerates market coordination by reducing institutional transaction costs,that deep industrial coordination is promoted through innovation spillover effect and the high integration of digital economy,and that gateways or hubs for opening up to the outside world represented by free-trade zones realize opening-up coordination through institutional learning effect and economic agglomeration and diffusion effect.The next studies on the high-quality coordinated development of the Beijing-Tianjin-Hebei region should focus on issues of the multi-center spatial structure and of modern capital metropolitan area.
