零碳社区建设的现实价值、典型案例与实施路径研究

摘要 零碳社区在低碳社区建设基础上的进一步创新,是对基层社区建设、管理、运营和发展理念的一场变革,核心是实现“产碳”和“消碳”之间的平衡,形成新的低碳社区生态系统,论文在总结以零碳项目建设为代表的零碳典型案例、以企业为代表的零碳典型案例基础上,阐述了推进社区建设的实施路径在于:树立零碳社区建设理念,明确零碳社区建设的逻辑架构;建立社区“碳汇”核算方法和综合评价体系,发布详细的零碳社区建设方案;规划不同领域的零碳应用场景,鼓励零碳场景的建设与应用。零碳社区建设行动对实现居民绿色出行、绿色生活、绿色消费,以及推动地区能源结构优化、资源配置效率提升、居民生活低碳化、城市生态保护等都具有重要现实意义。 The further innovation of zero carbon communities on the basis of low-carbon community construction is a transformation of the concept of grassroots community construction,management,operation,and development.The core is to achieve a balance between“carbon production”and“carbon reduction”,forming a new low-carbon community ecosystem.This article summarizes typical cases of zero carbon represented by zero carbon project construction and typical cases of zero carbon represented by enterprises.The implementation path for advancing community construction lies in establishing the concept of zero-carbon community construction and clarifying the logical framework for it.It is necessary to establish accounting methods for community“carbon sinks”and comprehensive evaluation systems,and release detailed zero-carbon community construction plans.Moreover,zero-carbon application scenarios in various fields should be planned,and the construction and application of zero-carbon scenarios should be encouraged.The zero carbon community construction action has important practical significance in achieving green travel,green living,green consumption for residents,as well as promoting regional energy structure optimization,resource allocation efficiency improvement,low-carbon living for residents,and urban ecological protection.
