我国多领域多层次减污降碳协同创新进展评估及政策展望

Progress Assessment and Policy Outlook on China′s Multi-field and Multi-level Innovation in Synergistic Reduction of Pollution and Carbon Emissions

摘要 “十四五”时期,我国开启了减污降碳协同增效促进经济社会全面绿色转型的新篇章。在系统梳理我国围绕源头防控、重点领域、环境治理等多领域,区域、省级、城市、产业园区等多层次取得的减污降碳协同创新进展及成效的基础上,针对实践中面临的突出问题,提出加强减污降碳政策融合和协同机制创新、加强重点领域减污降碳协同技术路径创新、深化多层次减污降碳协同创新示范、强化减污降碳协同财政金融支持、构建多层次减污降碳综合评价考核体系等建议,为持续强化多领域多层次减污降碳协同创新提供支撑,助力美丽中国建设及“双碳”战略的落实。 During the 14th Five-Year Plan period,China has opened a new chapter in promoting comprehensive green transformation of the economy and society through synergistic reduction of pollution and carbon emissions.This article systematically reviews and evaluates the innovation progress and effectiveness of synergistic reduction of pollution and carbon emissions in China,focusing on multi fields such as source control and governance on key areas or environmental governance,and multi levels such as regions,provinces,cities,and industrial parks.On this basis,in response to the prominent problems faced in practice,suggestions are proposed to strengthen the integration of pollution reduction and carbon control policies and the innovation of synergistic mechanism,strengthen the innovation of synergistic technologies and paths for pollution and carbon reduction in key areas,deepen the multi-level synergistic innovation demonstrations of pollution and carbon reduction,strengthen fiscal financial support and construct a multi-level comprehensive evaluation and assessment system for synergistic reduction of pollution and carbon emissions.These suggestions can provide reference for continuously strengthening multi-field and multi-level innovation in synergistic reduction of pollution and carbon emissions,and assist the beautiful China construction and the implementation of the"dual carbon"strategy.
