摘要
职务职级并行制度作为新《中华人民共和国公务员法》一大亮点,从试点到执行已近10年,在实践中发现,尽管职务职级并行取得了令人满意的效果,但仍未能完全解决公务员晋升困境。本文结合相关晋升理论,采用问卷调查和追踪访谈等实证研究方法,探析了职务职级并行的实际运行效果。从研究结果可以看出,职务职级并行制度对绝大部分公务员的工作动力和工作积极性,起到了良好的激励效果。但制度深入推行中开始显现出不少问题,需要进一步优化和提升。
As a highlight of the new"Civil Servant Law,"the Parallel Job and Rank System has been in practice for nearly a decade since its pilot phase.Despite satisfactory outcomes,the system hasn't fully resolved the civil service promotion dilemma.This paper combines relevant promotion theories and employs questionnaire surveys and follow-up interviews to analyze its actual operational effectiveness.Results indicate the system effectively motivates and incentivizes most civil servants.However,issues have surfaced during implementation,requiring further optimization and enhancement.
