21世纪能力视域下新加坡体育课程标准的内涵释义、特点解析与经验启示

摘要 发展学生21世纪能力已成为国际社会应对全球快速发展的教育共识。运用文献研究、文本分析及访谈等方法,明晰了新加坡学生21世纪能力的基本内涵,在厘清21世纪能力与体育课程价值互构的基础上,对新加坡体育课程标准的设计思路与基本特点进行了探讨。研究发现:新加坡基于全球变革与国家需要提出了聚焦21世纪能力培养的总体教育目标,并将体育课程作为实现此目标的重要手段,其构建了“四位一体”的发展框架,形成了覆盖全学段的一体化体育课程体系。从理念、思路、内容与评价维度呈现出整体塑造、融合发展、多维延展、系统嵌入的特点。对我国在完善面向世界与未来的学科核心素养体系、加强课程目标与学科核心素养的紧密衔接、构建学业质量标准指引下的学习评价系统、提升整体课程观视野下体育课程实施质量方面具有启示意义。 Developing students 21st century competencies has become an international consensus on education in response to rapid global development.Using literature research,text analysis,and interviews,this paper explores the connotation of 21st century competencies for students in Singapore,the inner construction of 21st century competencies and physical education curriculum values,and the design ideas,basic features,and practical insights of the Singapore physical education syllabus.The study concludes that Singapore has proposed an overall educational goal focusing on developing 21st century competencies based on globalization and national needs,and the physical education curriculum is a crucial component of achieving this goal.The Singapore Physical Education Syllabus is a“four-in-one”developmental framework that forms an integrated physical education curriculum from elementary school to pre-university level.Singapore Physical Education Syllabus presents the characteristics of holistic shaping of contemporary abilities and active life,integration of conceptual cognition and physical cognition,a multi-dimensional extension of physical education to life education,and systematic embedding of curriculum articulation and scientific assessment.Its inspiration for China is reflected in improving the world and future-oriented subject core literacy system,strengthening the close connection between curriculum objectives and subject core literacy,building a learning assessment system guided by academic quality standards,and improving the quality of physical education curriculum implementation under a holistic curriculum perspective.
