克拉运河“通权论”

摘要 面对亚欧地区冲突不断、大国博弈加剧这一形势,中国是否应主导或介入修建克拉运河,国内外尚存较大争议。不可否认,“一带一路”倡议的稳步推进为克拉运河项目的开展提供了机遇。从克拉运河和“一带一路”倡议间的互动关系来看,要在百年未有之大变局背景下推进克拉运河项目的建设,应审慎平衡海洋战略考量,关注周边国家的权力动态及其对地区政策制定与合作策略的影响。进一步以“通权论”为理论基础,为未来克拉运河的修建和运营提供指引方向与参照体系。可以预见的是,克拉运河的建设不仅是区域合作与经济互联互通的工具,更是推动亚太命运共同体建设的战略举措。基于此,中国应积极参与克拉运河项目的建设与实施,提升我国在亚太地区的话语权,以期为我国扩展地缘战略空间提供参考。 In the face of the ongoing conflicts in Asia and Europe and the intensification of great power games,the construction of the Kra Canal is still a matter of great controversy both at home and abroad.Undeniably,the steady progress of the Belt and Road Initiative has provided opportunities for the Kra Canal project.From the perspective of the interaction between the Kra Canal and the Belt and Road Initiative,in order to promote the construction of the Kra Canal project in the context of the unprecedented changes in the last hundred years,it is necessary to carefully balance the strategic considerations of the sea,and pay attention to the power dynamics with neighboring countries,and its impact on the regional policymaking and cooperation strategies.“Connection Power Theory”should be used as the basis for the future construction and operation of the Kra Canal,providing guidance and a reference system.It is foreseeable that the construction of the Kra Canal is not only a tool for regional cooperation and economic connectivity,but also a strategic initiative to promote the building of the Asia-Pacific community of destiny.Based on this,China should actively participate in the construction and implementation of the Clarion Canal project to enhance its voice in the Asia-Pacific region,with a view to providing reference for the expansion of China’s geostrategic space.
