摘要
在数字化时代背景下,数字治理已逐渐成为创新城市社区治理的新模式,从价值共创的视角出发,对城市社区数字治理的价值共创进行了概念解析,并基于服务主导逻辑框架,构建一个以“价值共创动力——价值共创过程——价值共创结果”为轴心的城市社区数字治理价值共创行为框架。通过对H市数字化平台进社区的创新实践研究发现,城市社区数字治理在价值共创过程中存在数据碎片、数字鸿沟、数字悬浮和价值缺失等现实困境。为此,从横向连接式治理、上下互动式治理、纵向驱动式治理和深度创新式治理四个方面对城市社区数字治理路径进行了探索。
In the context of the digital era,digital governance gradually evolves into an innovative urban community governance mode.This paper analyzes the concepts of value co-creation in urban community digital governance from this perspective.Based on the service-driven logical framework,it constructs a behavioral value co-creation framework with the axis of“value co-creation motivation-value co-creation process-value co-creation result”.A study of the innovative digital platform practice in the community of City H reveals that the digital governance of the urban community in the value co-creation process encounters various dilemmas,such as data fragmentation,digital divide,digital levitation,and lack of value.Therefore,this paper explores the digital urban community governance paths in terms of horizontally connected governance,up-and-down interactive governance,vertically driven governance and deeply innovative governance.
