摘要
在国家政策的鼓励下,商业航天发展呈现产业规模持续增长、民企发展迅速、商业模式不断革新的态势。标准化在推动商业航天产业升级、加强行业监管和企业管理、助推技术创新等方面发挥着重要的作用。文章从标准化推动商业航天高质量融合创新发展的角度,提出当前面临的主要任务包括:加强商业航天标准化顶层策划,构建高质量发展的标准体系以及政府与市场共同发挥作用的供给体系;加快行业治理和企业管理标准化建设,建立健全商业航天企业质量管理和产品保证标准规范体系;推动标准化与航天科技创新互动发展,建立重大科技项目与标准化工作联动机制;推动航天基础资源统筹和综合利用,发挥国家战略资源的作用;提升商业航天标准化对外开放水平,实现商业航天产品、技术和服务“走出去”。
Encouraged by national policies,the field of commercial aerospace has seen a trend of sustained growth in its industrial scale,as private enterprises grow rapidly and innovations in business models are unceasing.Standardization plays an important role in upgrading the commercial aerospace industry,reinforcing industry regulation and enterprise management,promoting technological innovation,and so forth.This article proposes,from the standpoint of utilizing standardization to promote quality integration and innovative development in commercial aerospace,our current tasks as follows:strengthen the top-level planning of commercial aerospace standardization,construct a standard system for high-quality development and a supply system that allows collaboration between the government and the market;accelerate the construction of industry governance and enterprise management standardization,establish and enhance the quality management and product guarantee standard specification system for commercial aerospace enterprises;promote innovative interaction between standardization works and aerospace technologies,build a linkage mechanism between major technological projects and standardization works;stimulate coordination for the comprehensive utilization of fundamental resources of aerospace as part of the national strategic resources;elevate the extent of internationalization in commercial aerospace standardization and present our commercial aerospace products,technologies,and services to the world.
