摘要
我国以公有制为主体、多种所有制经济共同发展的基本经济制度形成于改革开放的伟大实践中,我国经济所取得的辉煌成就证明了这一制度是符合我国国情、与我国社会主义初级阶段多层次的生产力发展水平相适应的生产关系形式。当前,多种所有制经济已通过产业链、价值链、资金链等紧密联系在一起,共同构筑了我国完整的产业体系和丰富的产业生态,共同塑造了当前中国产业的竞争优势,是新时代提升我国企业全球竞争力的重要支撑。在新时代,面对中华民族伟大复兴的战略全局和世界百年未有之大变局,要科学处理“两个毫不动摇”的辩证关系,坚持公有制经济的主体地位,坚定不移地推动国有企业改革;坚持多种所有制经济共同发展,非公有制经济要服务于社会主义发展的目标;坚持公有制经济为主体,多种所有制经济平等发展。
China’s basic economic system,with public ownership as the mainstay and multiple forms of ownership developing together,has been formed in the great practice of reform and opening up.The brilliant achievements of our economy have proved that this system is a form of production relations that conforms to our national conditions and is suitable for the multi-layered development level of production capacity in the primary stage of socialism.At present,various forms of ownership economies have been closely linked through the industrial chain,value chain,capital chain,etc.,jointly building a complete industrial system and rich industrial ecology in China,shaping the competitive advantage of China's industries,and providing important support for enhancing the global competitiveness of Chinese enterprises in the new era.In the new era,facing the strategic overall situation of the great rejuvenation of the Chinese nation and the unprecedented great changes in the world,we should scientifically handle the dialectical relations of“two unwavering”,adhere to the dominant position of the public ownership economy,and resolutely promote the reform of state-owned enterprises.The non-public sector of the economy should serve the goal of socialist development.We will keep the public sector as the mainstay of the economy and ensure equal development of diverse forms of ownership.
