摘要
"构建高水平社会主义市场经济体制"是党的十九届五中全会确立的"十四五"规划和二〇三五年远景目标的重要任务,充分契合了我国经济社会发展进入新发展阶段的内在要求。构建高水平社会主义市场经济体制,涉及到我国经济基础和上层建筑的诸多领域和方面,需要从经济、政治、文化等维度加以理解和把握。从经济维度看,决不能将社会主义市场经济体制与所有制形式、分配制度相割裂,必须准确把握社会主义基本经济制度三个方面的内在关系。从政治维度看,必须正确处理政府与市场的关系,坚持辩证法、两点论,推动有效市场和有为政府更好结合。从文化维度看,构建高水平社会主义市场经济体制不仅需要市场经济形成的原生文化因子,更需要引入中华优秀传统文化基因,有机整合中西文化资源优势,匡正单一西方文化主导下的市场经济存在的弊端和缺陷,为人类理想经济发展模式贡献中国智慧。
"To construct a high-level socialist market economy"is the important mission of the"14 th Five-Year Plan"and long-term goal for 2035 established at the Fifth Plenary Session of the 19 th CPC Central Committee,which fully agrees with the internal requirements of China’s economic and social development as it enters a new stage of development.Constructing a high-level socialist market economic system involves many fields and aspects of China’s economic foundation and superstructure,which needs to be understood and grasped from economic,political and cultural dimensions.From the economic dimension,we must not separate the socialist market economy system from the forms of ownership and the distribution system,and must accurately grasp the internal relations of the three aspects of the socialist basic economic system.From the political dimension,we must correctly handle the relationship between government and market,adhere to dialectics and two-point theory,and promote a better combination of efficient market and effective government.From the cultural dimension,the construction of high-level socialist market economy system not only needs the original cultural factors to form market economy system,but also needs introducing the excellent traditional Chinese cultural genes and organically integrating the resource advantages of Chinese and Western cultures,correcting the disadvantages and defects led by the single Western culture,and to contribute Chinese wisdom for the ideal economic development model of mankind.
