摘要
人口持续负增长以及少子老龄化已成为全球面临的共同挑战,这一人口变化格局为高等教育现代化增添了不确定性,同时也为其发展带来新的需求,即满足人民群众对优质高等教育的需求、回应高等教育可持续发展的需求、关照经济社会高质量发展的需求。高等教育现代化进程与人口变化格局的需求相互交融,均需以关照人口规模为逻辑起点、以优化人口结构为逻辑线路、以提升人口质量为逻辑旨归。面向未来,人口格局将持续变化,高等教育现代化需直面挑战并把握机遇。在把握高等教育现代化需求指向与内在逻辑的同时,重新构想实践进路:构建“数智融合”新生态,持续完善数字治理体系,加快实现高等教育数字化转型;优化高等教育资源配置,探索人才培养创新模式,持续培育并输出新质生产力;关照全球共同利益,提升高等教育国际化水平;构建现代终身教育体系,释放老年人口质量红利。以实践进路为指导,实现多元主体协同,形成推动高等教育现代化进程的倍增效应,在不确定性中完成我国高等教育现代化从优秀到卓越的跨越。
Sustained negative population growth and the aging of fewer children have become common challenges faced by the whole world,and this pattern of demographic change adds uncertainty to the modernization of higher education and at the same time creates new needs for its development.That is,to meet the people’s demand for quality higher education,to respond to the demand for sustainable development of higher education,and to take care of the demand for high-quality socio-economic development.The process of modernization of higher education and the needs of demographic changes are intertwined,and both need to take care of the size of the population as a logical starting point,optimize the demographic structure as a logical route,and improve the quality of the population as a logical destination.In the future,the demographic pattern will continue to change,and the modernization of higher education needs to face the challenges and grasp the chances.While grasping the demand and internal logic of the modernization of higher education,we have re-conceptualized the way forward:building a new ecosystem of“digital and intellectual fusion”,continuously improving the digital governance system,and accelerating the digital transformation of higher education;optimizing the allocation of resources in higher education,exploring innovative modes of talent cultivation,and continuously fostering and exporting the new quality productive forces;taking care of the global common good,and upgrading the level of internationalization of higher education;and constructing a modern lifelong education system,and releasing the dividends of quality of the elderly population.Guided by the practice approach,it realizes the synergy of multiple subjects,forms the multiplier effect to promote the process of modernization of higher education,and completes the leap of Chinese-style modernization of higher education from good to great in the midst of uncertainty.
