摘要
国家创新体系是在一国科技创新制度环境下,各类创新主体利用创新要素、开展创新活动,相互作用、关联互动而构成的复杂系统,本质上是“域”和多元“域”组成的系统。经济理性、制度结构、文化价值等共同决定了一个国家创新体系的质态和演化方向。科技体制改革是提升国家创新体系效能、推动其持续演化的重要动力,必须充分考虑国家创新体系的域观特征,应对域际融通、域中有域、域内协调等挑战。改革开放以来,我国科技体制改革基本按照三条脉络展开,实际上很大程度上已经从域观的角度,考虑并努力解决制度障碍和约束问题。立足新的历史方位,把握我国科技创新内外部形势需求的变化,新一轮科技体制改革应以国家创新体系整体能力提升为导向,超越国家创新体系这个科技域的局限,站在更宏大的域观视角,强有力地统筹推进重点领域改革,构建中国特色的科技创新制度优势。
National Innovation System is a complex system composed of various innovation entities using innovation factors and carrying out innovative activities under the institutional environment in a country,and it is essentially a system composed of"field"and multiple"fields".Economic rationality,institutional structure,cultural values,etc.jointly determine the quality and evolution direction of a country's National Innovation System.The Sci-tech System Reform is an important driving force to enhance the efficiency of National Innovation System and promote its sustainable evolution.We must fully consider the field characteristics of National Innovation System and address issues such as inter-field communication,intra-field coordination,etc.Since the reform and opening up,China's Sci-tech System Reform has basically been carried out in three contexts,and in fact,to a large extent,it has considered and strived to solve the institutional barriers and constraints from the perspective of field.Based on the new historical position,and grasping the changes in the internal and external situation and demand of China's scientific and technological innovation,the new round of Sci-tech System Reform should be guided by the target of overall ability improvement of National Innovation System,stand in a broader field perspective,vigorously coordinate and promote reforms in key areas,and build the institutional advantages of scientific and technological innovation with Chinese characteristics.
