摘要
学术期刊作为传承学术成果的主要载体与评价工具,在高校的学术道德体系建设中发挥重要的监督和导向作用,必然为高校学术道德建设做出专业化的贡献。以编辑部全流程视角,从法规制度、管理流程与编辑责任层面初步分析了学术期刊在高校学术道德建设中的作用机制。在法规制度方面,事前与作者签订具有约束力的法律文件,事中建立双向匿名的小同行审稿制度,事后则通过建立黑名单共享与期刊联盟通报制度等互通学术不端信息;在管理流程方面,事前采用检测识别工具初步筛选,事中强调引文注释规范,事后采取发布撤稿通告等措施消除不良影响;在编辑责任方面,事前及时退稿与选择合适审稿人,事中通过文献检索作再次判断,事后不断学习积累,提升素养与职业道德。
As an important carrier and evaluation tool,academic journals play an important role in the construction of academic ethics system,and should make professional contributions.From the perspective of the whole editorial process,the paper analyzes the action mechanism of academic journals in the construction of academic ethics from the aspects of regulations,management process and editorial responsibility.In terms of regulations,it is necessary to sign legal documents with the authors in advance,establish anonymous peer review system,and proclaim academic misconduct information.In terms of management process,the testing tools are used in advance,the citation standardization was emphasized,and withdrawal notices were issued if academic misconduct is found.In terms of editorial responsibility,timely rejection and select appropriate reviewers,and continue to improve the professional quality.
