摘要
基础设施对经济社会发展发挥着支撑作用,经过多年的建设,我国在基础设施领域的总缺口和“瓶颈”得到一定程度的缓解,很多方面取得了巨大的成就,但仍然存在许多短板、弱项和漏洞,部分领域存在过度投资和粗放发展。当前,在中国经济恢复关键期,启动基础设施投资具有一定的必要性,但不宜采取大水漫灌的行为,更不宜在一般基础设施领域实行强刺激。本文在对城镇化和基础设施行业进行思考的基础上,提出基础设施高质量投资模式和当前基础设施投资循环战略,通过解析概念、需求、作用和投资策略选择,把高质量投资与推进结构调整、补短板、强弱项有机结合起来,旨在拓宽传统风险分析与管理的视野,将ESG等因素整合进投资过程之中,聚焦民生改善、环境保护和增强发展后劲领域,形成行稳致远的投资战略。同时,针对目前国内基础设施融资矛盾,提出了破除困境的金融创新策略和方法。
Infrastructure plays a crucial role in supporting economic and social development.Despite significant achievements and alleviation of gaps and bottlenecks in China's infrastructure sector over the years,persistent deficiencies,weaknesses,and vulnerabilities remain.Some areas continue to witness excessive investment and extensive development.Now,China is in a critical period of economic recovery,initiating infrastructure investment is deemed necessary.However,adopting indiscriminate measures or implementing strong stimulus in the general infrastructure sector is not advisable.This paper,grounded in reflections on urbanization and the infrastructure industry,proposes a model for high-quality infrastructure investment and current infrastructure investment cycle strategies.Through a thorough analysis of concepts,demands,roles,and investment strategy selection,the paper strives to integrate high-quality investment with structural adjustments,addressing deficiencies,and strengthening weaknesses.The objective is to broaden the perspective of traditional risk analysis and management,incorporating ESG factors into the investment process.The focus is on improving livelihoods,environmental protection,and enhancing areas with future development potential,forming a stable and forward-looking investment strategy.Simultaneously,in response to the current financing challenges in domestic infrastructure,the paper presents financial innovation strategies and methods to overcome these obstacles.
