摘要
当今世界,版权产业与文化产业、数字经济等交织在一起,融合发展。作为知识产权重要组成部分,版权强国战略是文化强国、网络强国、大数据战略、数字经济发展战略等国家战略的基础支撑。战略推进所形成的中国式版权发展模式,型塑了中国版权制度的独立品格,也成为促进中国版权治理体系和治理能力现代化的基本路径。版权产业发展与版权制度建设之间,存在相互促进的内在关系。强化版权保护,就能够促进版权创新。网络和信息技术的发展,重塑了版权生态体系,并形成了版权产业发展新格局。从版权产业发展的角度来看,应该牢固树立“发展即安全”的版权意识,同时建立起支撑创新的版权融通体制,促进版权法律体系和执法体系的现代化。
Copyright industry intertwined with cultural industry and digital economy is a feature of the contemporary world.As an important component of intellectual property,Strategy of building a Copyright Power is a basic support of national strategies in the field of culture,network,big data and digital economy.The Chinese copyright development model formed by strategic promotion has shaped the independent characteristics of Chinese copyright system,and also become the basic path towards modernization of Chinese copyright governance system and governance capacity.There exists an internal relationship between the development of copyright industry and the construction of copyright system.Enhanced protection of copyright will inevitably lead to copyright innovation.With the development of network and information technology,copyright ecological system is reshaped,a new pattern of copyright industry has been formed.From the perspective of copyright industry,we should hold fast to copyright awareness of"development is security",establish a copyright integration and interaction system which supports innovation,and promotes modernization of copyright legislative and enforcement system.
