摘要
随着数字化社会的不断更迭发展,生活数字化与人口老龄化之间存在的巨大不适应性,使得老年群体面临的数字鸿沟问题愈发凸显,导致部分老年人成为数字化时代的弱势群体。如何帮助老年群体跨越“数字鸿沟”已经成为当前阶段的重要议题。基于此,在剖析了弥合数字鸿沟的理论、现实与价值三重逻辑的基础上,研究发现老年数字鸿沟问题的治理存在着政策制度保障不够完善、协同治理网络亟待优化、老年群体数字素养不足、数字资源供给不均、社会力量支持缺乏等现实困境。为践行以人民为中心的发展理念,响应积极应对人口老龄化的国家战略,从完善顶层制度设计、提供优质数字反哺、优化数字资源供给、促进社会力量参与等方面构建了弥合老年数字鸿沟的路径。
As the digital society continues to evolve,the significant disparity between digitization and population aging widens the digital gap among the elderly,turning some of them into a vulnerable group in the digital era.At present,paths of bridging such a gap has been ranked as an issue of great significance.Based on the analysis in terms of triple logic including theory,reality,and value in bridging the digital gap,realistic predicaments were found such as defects in policy and institutional guarantees,yet-to-be optimized collaborative governance networks,inadequate digital literacy among the elderly,uneven supply of digital resources,and insufficient social support.In order to practice the philosophy of people-centered development and respond to the national strategy of active disposal regarding population aging,this study proposes several paths to bridge the digital divide among the aged,involving improvements in top-level institutional design,provision of high-quality digital feedback,optimization in the supply of digital resources,and the boost of social force participation.
