摘要
目的 分析国家层面发布的公立医院人事薪酬政策的内容结构,总结归纳政策体系的不足,为后续的优化完善提供理论依据。方法 采用内容分析法和定量分析法,构建“政策工具-政策过程-政策力度”的三维分析框架,对2000年1月至2023年9月发布的公立医院人事薪酬政策进行单维度和交叉维度分析。结果 共纳入29份政策文件,生成321条政策文本编码,公立医院人事薪酬政策呈现供给型政策工具缺失(16.82%)、政策监督(8.41%)和评价(12.15%)过程关注度不够、政策力度相对较大的总体特征。结论 国家对公立医院人事薪酬制度重视度较高,但需优化政策工具内部结构,重视政策监督和评价环节,建立政策多元协同机制,提升政策的可操作性。
Objective To analyze the content structure of the personnel and salary policy of public hospitals issued at the national level,summarize the deficiencies of the policy system,and provide a theoretical basis for the subsequent optimization and improvement.Methods The content analysis method and quantitative analysis method were used and a three-dimensional analysis framework of“policy tool-policy process-policy intensity”was constructed to analyze the personnel and salary policies of public hospitals issued from January 2000 to September 2023 in single dimension and cross-dimension.Results A total of 29 policy documents were included,and 321 policy text codes were generated.The personnel and salary policies of public hospitals showed the overall characteristics of lack of supply-oriented policy tools(16.82%),insufficient attention to the process of policy supervision(8.41%)and evaluation(12.15%),relatively large policy strength.Conclusion The government attaches great importance to the personnel and salary system of public hospitals,but it is necessary to optimize the internal structure of policy tools,pay attention to policy supervision and evaluation,form a multiple coordination mechanism,and improve the operability of policies.
