摘要
在全球治理出现“信任赤字”、西方企图操弄“全球南方”概念以制约中国发展之际,探寻重建世界信任之途,夯实全球南南合作之基,成为中国对外政策的当务之急。当前,中国-东南亚合作、中国-中亚合作、中非合作和中拉合作等全球南方地区间合作持续推进,为双方奠定了良好的互信基础,但也存在诸多不确定因素。未来,需要发挥增进互信在中国与全球南方地区间合作中的政策支点作用,给予南方国家充分信任,重视在全球南方的可信度建设,实行全方位地区间合作,筑牢南南互信之基,从而收获重建世界信任之果。
At a time when there is a "trust deficit" in global governance and the West attempts to manipulate the concept of "Global South" to restrict China's development,it has become an urgent task for China's foreign policy to explore ways to rebuild world trust and consolidate the foundation of Global South-South Cooperation.At present,regional cooperation in the Global South,such as China-Southeast Asia cooperation,China-Central Asia cooperation,China-Africa cooperation,China-Latin America cooperation,which have established a strong foundation of mutual trust,continue to advance.However,it must be noted that there are also many elements of uncertainty.In the future,it is necessary for China to take strengthening mutual trust as a policy pivot for cooperation with other Global South countries,to give full trust to other Global South countries,to attach importance to increasing trustworthiness in the Global South,to implement all-round inter-regional cooperation,and to build a solid foundation of South-South mutual trust,so as to reap the fruits of rebuilding trust in the world.
