摘要
民族互嵌式社区作为社会治理共同体建设的重要场域,兼有铸牢中华民族共同体意识和推进基层治理现代化的双重内涵。以治理共同体为思考半径,分析民族互嵌式社区的构建逻辑,发现其遵循“场域互动—情感共振—共同期盼”三方联动的立体化逻辑。由此递进至社区治理共同体的实践路径,分别是:在治理主体层面,以动力嬗变促成多元主体良性互动;在治理模式创新层面,德法兼治推动治理结构优化;在长效机制保障层面,动态调适各民族共同领会的治理机制。籍此推动人人有责、人人尽责、人人享有的社区治理共同体建设,在基层铸牢中华民族共同体意识的思想根基。
As an important field in the construction of social governance community, ethnic interembedded communities have the dual connotation of consolidating the sense of community for the Chinese nation and promoting the modernization of grass-roots governance. Taking the governance community as the thinking radius, this paper analyzes the construction logic of ethnic interembedded community and finds out that it follows the tripartite logic of “field interaction-emotional resonance-common expectation”. Thus, the practice paths of community governance are as follows: at the level of governance subject, positive interaction of multiple subjects is facilitated by dynamic evolution;at the level of governance model innovation, the combination of rules by both virture and law promotes the optimization of governance structure;in the long-term mechanism guarantee level, dynamically adjust the governance mechanism that is jointly understood by all ethnic groups. By doing so, we will promote the building of a community of community governance in which everyone has responsibilities, everyone is responsible for, and everyone enjoys, and build a solid ideological foundation for the sense of community for the Chinese nation at the grassroots level.
