摘要
城市群区域协同立法是推动区域高质量发展的重要力量。从实践来看,城市群协同立法存在现实困境,主要体现在立法引导缺失、资源利用效率低、缺乏有效的立法协调组织机构和核心城市辐射能力不足等方面。本文借助系统论理论,通过强调法治的引领和规范作用,构建法律与政策之间的协调机制,促进资源共享和交流合作,坚持民主立法原则并建立跨区域监管和执行机制等具体措施,以增强区域系统的意识,形成协同效应,从而促进城市群协同立法的更好发展。
Regional collaborative legislation in urban agglomerations is an important force to promote highquality regional development.From the perspective of practice,there are practical difficulties in the collaborative legislation of urban agglomerations,which are mainly reflected in the lack of legislative guidance,low efficiency of resource utilization,lack of effective legislative coordination organizations and insufficient radiation capacity of core cities.Based on the concept of system theory,this paper emphasizes the guiding and normative role of the rule of law,builds a coordination mechanism between laws and policies,promotes resource sharing and exchange and cooperation,upholds the principle of democratic legislation,and establishes cross-regional supervision and enforcement mechanisms to enhance the awareness of the regional system and form synergistic effects,so as to promote the better development of collaborative legislation in urban agglomerations.
