摘要
以数字技术赋能乡村韧性治理是高质量推进共同富裕与乡村振兴的重构与升华,为全面推进农业农村现代化提供了新方案。数字技术嵌入以优化组织韧性、农村经济发展以强化经济韧性、社会数字赋能以深化社会韧性,推动了数字技术赋能乡村韧性治理有效实现。采用多案例研究法,对浙江建德、江西新余、江苏东台和重庆酉阳四个地区的创新做法进行了效果分析,并以此提炼出了“技术-制度-主体”的数字技术赋能乡村韧性治理的行动框架。其中,数字技术是重要支撑,制度体系是重要保障,农民群众是核心主体,三者相互联系、相互影响、相互作用。
Empowering rural resilience governance with digital technology provides a new scheme for comprehensively promoting agricultural and rural modernization.It represents a reconstruction and advancement in high-quality efforts to advance common prosperity and rural revitalization.The embedding of digital technology to optimize organizational resilience,strengthen economic resilience through rural economy development,and deepen social resilience through social digital empowerment has promoted the effective realization of digital technology-enabled rural resilience governance.Using a multi-case study method,this paper analyzes the effectiveness of innovative practices in Jiande,Zhejiang;Xinyu,Jiangxi;Dongtai,Jiangsu;and Youyang,and Chongqing.Based on this analysis,the paper proposes a“technology-institution-subject”action framework for digital technology to empower rural resilience governance.In this framework,digital technology serves as a crucial support,the institutional system provides essential safeguards,and farmers are the core subjects.The three elements are interrelated,influence each other,and interact with each other.
