摘要
美国及其盟友试图建构自身主导的“高质量基础设施”规范体系,以此挤压“一带一路”的合法性基础与拓展空间,这成为大国战略竞争视阈下国际基建制度竞争的基本态势。美西方主导的“高质量基础设施”规范是在投资驱动下对基础设施质量评价标准讨论的一种综合集成,表现出发展导向、价值导向、统合导向和竞争导向的战略特性。美西方在建构“高质量基础设施”规范体系的过程中,试图操纵其概念内核、共识原则、认证标准和具体行动,打造排他性基建同盟。不过,该规范体系在概念践行、投融资模式、认证评估等方面存在着一定局限性。高质量共建“一带一路”应该在深刻理解自身与美西方“高质量基础设施”异同基础上,进一步把握节奏、健全制度体系、开拓合作空间,行稳致远。
The United States and its allies are striving to establish a Western-led normative system of“Quality Infrastructure”,which aims at undermining the legitimacy and development prospects of the Belt and Road Initiative(BRI).This has become a fundamental trend of global infrastructure institutional competition within the context of major power strategic rivalry.The normative system of“Quality Infrastructure”dominated by the U.S.and its western allies represents a comprehensive integration of perspectives on infrastructure quality criteria driven by current investment.It exhibits such strategic features as development-minded,value-driven,integration-focused,and competition-oriented.During the process of constructing the normative system of“Quality Infrastructure”,the U.S.and its western allies seek to control the system's core concepts,consensus principles,certification standards,and specific actions,in order to forge an exclusive coalition on infrastructure building.Nonetheless,this normative system on promoting the so-called“Quality Infrastructure”has certain inherent limitations in conceptual operationalization,investment and financing models,and certification assessments.In order to pursue high-quality BRI cooperation for the long run,it is imperative to manage the pace of development,improve the governance system,and expand the scope of cooperation,after fully grasping the similarities and differences between the BRI and the“Quality Infrastructure”initiated by the U.S.and its western allies.
