当进入新发展阶段的中国经济,迎面科技革命发展的新浪潮,激活改革新动能成为时代议题。2024年1月,习近平总书记在中共中央政治局第十一次集体学习时指出,“新质生产力是推动高质量发展的内在要求和重要着力点”,“发展新质生产力,必须进一步全面深化改革,形成与之相适应的新型生产关系”。
As China's economy enters a new stage of development and faces the new wave of technological revolution,activating new reform drivers has become an urgent topic.Focusing on how China can accelerate the construction of a high-level socialist market economy system to further liberate and develop social productive forces,as well as how China's economic reform can restart to empower technological and industrial innovation to promote high-quality development,we invited experts and scholars in relevant fields to engage in this discussion.Researcher Quan Heng emphasized that in the new stage of development,the core proposition of comprehensively deepening reform and expanding openness is to accelerate the improvement of total factor productivity and the construction of a high-level socialist market economy system.Researcher Wu Jinglian emphasized that we should return to the theoretical analysis of "fundamental issues",including the reform of economic system and the transformation of economic growth mode,as well as the essence of market and the rule of law.Researcher Liu Peilin pointed out that high-quality development does not mean low-speed growth,but rather refers to the match between the actual economic growth rate and the potential level.We should constantly promote "quantitative change" and create conditions for the development of new quality productive forces in the sense of "qualitative change".Researcher Gao Shiji believes that taking the low-carbon path led by innovation is one of the driving mechanisms for innovative development.Low-carbon development requires addressing several key issues in the field of innovation,including deepening market-oriented reforms to strengthen market competition incentives for innovation,strengthening basic research to quickly establish a management system that encourages exploration in cutting-edge scientific and technological fields.Professor Liu Zhibiao believes that promoting industrial innovation and leading the construction of a modern industrial system through scientific a
