摘要
基于DEA-Malmquist指数,实证测算2008-2009年江苏30个制造业的R&D效率及技术进步、技术效率指数,分析影响R&D效率的软环境因素。认为,江苏制造业的R&D效率虽未达到有效前沿面,但呈现增长态势;金融环境、开放环境对增进R&D效率有积极作用;政府R&D经费的直接投入以及缺乏法律保护和统一目标的知识联盟对R&D效率产生负面影响;集群环境的影响不稳定。
Based on the DEA - Malmquist index, this article has surveyed 30 manufacturing industries＇ s R＆D efficien- cy, the technology advancement, and the technology efficiency index during 2008 -2009, and analyzed the soft environ- ment for R＆D efficiency. The basic conclusion is as follows ： the R＆D efficiency of manufacturing industry in Jiangsu prov- ince has not reached efficient frontier, but shown a trend of growth. Financial environment and open environment have posi- tive effects on enhancing the R＆D efficiency. The government~ direct R＆D investment, the lack of legal protection and a unified goal of knowledge alliances have negative impact on R＆D efficiency, and the impact of cluster environment is unsta- ble.
