摘要
乡村振兴,人才是关键。如何为乡村汇聚人才力量,是实现乡村振兴的题中应有之义。新乡贤作为一种“软治理”,是实施乡村振兴战略的中坚力量,也是乡村治理现代化的宝贵资源。在对新乡贤的内涵进行归纳的基础上,提炼出新乡贤乡土性、公益性与前瞻性的特点,并依据是否在场和动力来源双重标准将新乡贤划分为“在场—内生型新乡贤”“在场—外生型新乡贤”“离场—内生型新乡贤”和“离场—外生型新乡贤”四种类型。乡村振兴战略背景下,新乡贤是乡村产业兴旺的引领者与推动者、乡村文化的继承者与传播者、生态宜居的践行者与倡导者、人才振兴的示范者与培育者、组织振兴的参与者与助推者。建议新时代要通过完善乡贤服务保障机制、构建乡贤文化认同机制、加强乡贤情感修养机制、完善基层乡贤组织体系来增强新乡贤对乡土社会的安全感、认同感、责任感与归属感,从而充分发挥新乡贤在推动乡村振兴,实现农业农村现代化建设过程中的积极作用。
Talent is the key to rural revitalization.How to gather talents for the countryside is a crucial part of rural revitaliza-tion.As a kind of"soft governance",the new township sages are the backbone of the implementation of rural revitalization strate-gy,and also a valuable resource for the modernization of rural governance.On the basis of summarizing the connotation of new township sages,this paper extracts the characteristics of new township sages in terms of locality,public welfare and foresight,and classifies new township sages into"presence-endogenous new township sages","presence-exogenous new township sages","presence-exogenous new township sages"and"presence-exogenous new township sages"on the basis of the double standards of whether they are present or not,and where they are motivated by the source.Under the background of rural revitalization strate-gy,the action logic of new township sages to promote rural revitalization is that new township sages are the leaders and promoters of rural industrial prosperity,the inheritors and disseminators of rural culture,the practitioners and advocates of eco-livability,the demonstrators and nurturers of talent revitalization,and the participants and promoters of organizational revitalization.In the new era,it is necessary to enhance the sense of security,identity,responsibility and sense of belonging of the new township sages by improving the guarantee mechanism of the government at all levels,constructing the mechanism of cultural identity of the town-ship sages,strengthening the mechanism of emotional cultivation of the township sages,and improving the grass-roots township sages'organization system,so as to give full play to the positive role of the new township sages in the process of promoting the re-vitalization of the countryside and the realization of the modernization of the rural areas in the agricultural sector.
