摘要
[目的/意义]科研机构是我国创新型国家建设中的关键依托力量,在“破n唯”背景下,其评价问题并没有妥善解决。[过程/方法]将测量误差理论引入学术机构评价中,从评价方法、评价周期、评价者、评价对象等方面分析其误差产生机制,并提出相关对策。[结果/结论]“破n唯”的破立问题并没有得到根本解决;“破n唯”也需要扬弃;科研机构宏观评价的本质是“破n唯”评价方法基本失效的重要原因;从系统误差角度分析有利于优化“破n唯”后的学术评价方法。
[Purpose/significance]Scientific research institutions are the key supporting force in the construction of an innovative country in China,and their evaluation issues have not been properly addressed in the context of“breaking n only”.[Method/process]This paper introduces the measurement error theory into the evaluation of academic institutions,analyzes the error generation mechanism from the aspects of evaluation method,evaluation cycle,evaluator,and evaluation object,and proposes relevant countermeasures.[Result/conclusion]Research has found that the problem of“breaking n only”has not been fundamentally resolved;“Breaking n only”also requires sublating;The essence of macro evaluation of scientific research institutions is an important reason for the basic failure of the“breaking n only”evaluation method;Analyzing from the perspective of systematic error is conducive to optimizing the academic evaluation method after“breaking n only”rule.
