“岸”的新定义--基于“城水共生”视角

New Definition of"Shore":Based on the Perspective of"Urban-water Congruity"

摘要 作为“水”与“城”的交界,“岸”兼具丰富性、层次性和复杂性,是生态文明时代实现水城融合、提升空间品质、促进城水共治的重要契机与空间载体。文章基于“岸”的内涵辨析与发展演变,建立“岸”与“城水关系”的内在关联;以“城水分离”表征的水景观缺失、水生态退化、水环境污染等问题为切入点,反思城、水二元对立关系下“岸”的认知局限、技术局限与管理局限,映射更深层次的“经济效益-环境效益”优先矛盾。文章基于绿色发展的新时代背景,从“治水”延伸到“治岸”,强化城、水双向渗透原则,提出把空间还给水、合理让渡出“岸”的空间,完善“城-水-岸”三元融合空间格局;进一步从价值提升、技术优化、治理协同三个层面建构“岸”的新定义,前瞻走向“城水共生”新型人类城市文明的有效路径。 As the junction of"water"and"urban","shore"is both rich,hierarchical,and complex.It is a significant opportunity and space carrier to realize the integration of water and urban,improve the quality of space,and promote the co-governance of urban and water sectors in the era of ecological civilization.Based on the connotation analysis and evolution of"shore",this paper establishes the internal relationship between"shore"and"urban-water relationship".Taking the problems of the lack of water landscape,the degradation of water ecology,and the pollution of the water environment characterized by the"separation of urban and water",it reflects on the cognitive limitations,technical limitations,and management limitations of"shore"under the dual opposition of urban and water.Moreover,it alludes to the contradiction between the priority of economic benefits and environmental benefits.Under the background of green development,it extends from"water management"to"shore management"and strengthens the principle of two-way permeation between urban and water.Then,it proposes to return space to water to improve the ternary integration spatial pattern made up of"urban-water-shore".Furthermore,this paper constructs a new definition of"shore"from three aspects of value promotion,technology optimization,and governance coordination.It looks forward to the practical path of the human urban civilization of"urban-water congruity".
