摘要
[目的/意义]公共文化服务体系的日趋完善离不开各级政府的政策扶植,本文旨在分析公共文化服务的政策工具国内外相关研究现状。[方法/过程]基于政策工具理论,立足国内外政策工具及其视角下公共文化服务相关研究现状展开述评。[结果/结论]研究发现,国外对政策工具定义研究的成熟度和影响力较高,聚焦公共文化政策工具属性、应用及效用提升;我国在公共文化服务领域相关的政策演进、政策内容和政策工具实践等方面取得一定成果,但在研究内容、主题、方法维度仍然存在不足与缺陷。提出地方政府公共文化服务政策工具的选择和优化策略,推动公共文化服务高质量发展,并为后续相关研究提供参考。
[Purpose/significance]The increasing improvement of the public cultural service system cannot be separated from the policy support of governments at all levels,this study focuses on the application of policy tools for public cultural services.[Method/process]Based on the theory of policy tools,this study reviewed the current situation of public cultural service research on policy tools and their perspectives at home and abroad.[Result/conclusion]It is found that the maturity and influence of foreign research on the definition of policy tools is high,focusing on the attributes,application and utility enhancement of public cultural policy tools;China has achieved certain results in the policy evolution,policy content and policy tools practice related to the field of public cultural services,but there are still deficiencies and defects in the research content,themes and methodological dimensions.Therefore,this study proposes the selection and optimization strategies of local government public cultural service policy tools to promote the high-quality development of public cultural services,and provides references for subsequent related research.
