新型研发机构建设探索及政策建议

摘要 2021年,新型研发机构作为法定创新主体及国家创新体系的重要组成部分被写入新修订的《中华人民共和国科学技术进步法》,它的发展迎来了前所未有的机遇,在提高创新体系效能、激发创新人才活力、构建创新生态等方面发挥了重要作用。本文通过调查研究和案例分析等方法研究中央和地方政府在新型研发机构建设发展过程中的政策举措,系统分析各地对新型研发机构的管理和支持方式,总结分析各地新型研发机构主要类别、典型运行模式和重要意义,提出了基于熵权法的评价范式,同时在对新型研发机构存在问题进行剖析的基础上,从科研范式选取、运行机制完善、人才活力激发等方面提出了对策建议。 In 2021,the new type of research and development institutions,as an important part of the statutory innovation subject and the national innovation system,were included in the newly revised“Law of the People’s Republic of China on Scientific and Technological Progress”.Its development has ushered unprecedented opportunities and it’s playing a significant role in improving the efficiency of the innovation system,stimulating the vitality of innovative talents,and building an innovative ecosystem.This article studies the policy measures of the central and local governments in the construction and development of new research and development institutions through methods such as investigation and case analysis.It systematically analyzes the management and support methods of new research and development institutions in various regions,summarizes the main categories,typical operating models and important significance of new research and development institutions in different regions.It proposes an evaluation paradigm based on the entropy weight method,and also suggests countermeasures and recommendations based on the analysis of existing issues of new research and development institutions,including selecting research paradigms,improving operational mechanisms,and stimulating talent vitality.
