摘要
目的基于Donabedian三维质量评价模型构建县级公立医院高质量发展评价指标体系,为科学且系统地衡量县级公立医院高质量发展水平提供参考。方法通过梳理县级公立医院高质量发展相关文献政策,明确高质量发展的内涵,拟定评价指标体系初稿,开展两轮德尔菲专家咨询,确定评价指标体系。结果2轮专家积极系数均为100%,专家权威系数为0.789、0.816,Kendall’s W系数逐轮上升,最终确立涵盖3个一级指标、9个二级指标、37个三级指标的评价指标体系。结论所构建的县级公立医院高质量发展评价指标体系具有一定的可靠性与科学性,为评价县级公立医院高质量发展水平提供依据。
Objective Based on the Donabedian three-dimensional quality evaluation model,it constructs the evaluation index system of high-quality development of county-level public hospitals,which provides a reference for measuring the level of high-quality development of county-level public hospitals in a scientific and systematic way.Methods Through sorting out the literature and policies related to the high-quality development of county-level public hospitals,the connotation of high-quality development is clarified,the first draft of the evaluation index system is formulated,and two rounds of Delphi expert consultation are carried out to determine the evaluation index system.Results The positive coefficients of experts in two rounds are 100%,the authority coefficients of experts are 0.789 and 0.816,and the Kendall's W coordination coefficients are increasing round by round,and the evaluation index system covering 3 first-level indexes,9 second-level indexes,and 35 third-level indexes is finally established.Conclusion The evaluation index system of high quality development of county-level public hospitals constructed has certain reliability and scientificity,and provides a basis for evaluating and improving the level of high quality development of county-level public hospitals.
