澳门地区中小学教材制度建设的进展与治理路向

Progress and Governance Direction of Textbook System Construction in Macao’s region Primary and Secondary Schools

摘要 澳门回归20多年来,中小学教材治理推动了“自由式”教材制度的转型,教材制度建设取得显著进展:教材编写从依赖进口向自主开发转变;教材选用从完全自由选用向制定选用基准转变;教材出版从放任出版发行向政府约束规范转变;教材供应从市场主导向政府有限干预转变。展望未来,澳门地区教材制度建设应明确教材治理思路,增强行政主导力度;健全管理机制,完善教材制度体系;提升治理工具效能,优化教材管理方式。 Over the past 20 years since Macao’s return,governance of teaching materials has driven the transformation of a“liberal”textbook system.Significant progress has been made in textbook system construction:textbook development has shifted from reliance on imports to autonomous development;textbook selection has moved from complete freedom of choice to the establishment of selection criteria;textbook publication has transitioned from laissez-faire to government regulation;and textbook supply has shifted from market dominance to limited government intervention.Looking ahead,Macao’s region textbook system construction should clarify governance strategies,enhance administrative leadership,improve management mechanisms,refine the textbook system,and enhance the effectiveness of governance tools to optimize textbook management methods.
